What is happening

The amending Act extends statutory protection to categories of workers previously treated as outside the framework, including casual and domestic workers, and tightens rules on termination, records, working hours and occupational safety.

Why it matters to Ugandan employers

Most Ugandan employers hold at least some engagements described as casual, temporary or consultancy that would not survive a substance test. Where a probation period lapses without a decision the employee is treated as confirmed, and compensation for unfair dismissal has been raised.

What to consider

Build a register of every non-permanent worker with start date, role and pay rate. Diarise probation end dates. Re-paper engagements that have become continuous, and update the HR manual so supervisors apply the current rules rather than the previous ones.

Skills-based hiring widens the pool and raises the verification burden

What is happening

Employers increasingly screen for demonstrated capability rather than credentials, while AI-assisted applications have made polished, well-targeted CVs cheap to produce at volume.

Why it matters to Ugandan employers

In a market where formal qualifications do not always track real ability, skills-based screening is genuinely useful. But a CV that reads perfectly against your advert now carries less signal than it did, which pushes the cost of a mis-hire back onto the employer.

What to consider

Move verification earlier: a short practical work sample at shortlist stage, structured interviews scored against written criteria, and referee checks by telephone with specific questions rather than a template reference letter.

Compensation

Pay decisions are being asked to justify themselves

What is happening

Grading and salary structure work is moving up the agenda as employers face pressure to explain internal differences in pay and to defend decisions if challenged.

Why it matters to Ugandan employers

Without a grading structure, pay tends to reflect hiring history rather than the job. The familiar pattern is a few long-serving staff above their band and newer staff below it, which is difficult to defend and expensive to leave unresolved.

What to consider

Evaluate jobs before benchmarking salaries, using one recognised method applied consistently across every role in scope. Then plot current pay against grade, cost the correction, and phase implementation rather than absorbing it in one year.
